Loveland-Madeira Road Corridor Improvements - Systemic Phase
The City of Loveland has been awarded an ODOT Systematic Safety Grant to install sidewalks along Loveland-Madeira Road from the corporation limit (near the Public Works facility) to approximately the Oasis Turf & Tree/Kroger/Castle Skateland area. This is an estimated $283,191 project with $254,872 received in grant funding from ODOT.

Loveland-Madeira Road Corridor Improvements - Phase 1
The City of Loveland has been awarded a $4.6-million grant through the OKI Regional Council of Governments to improve the Loveland-Madeira Road Corridor. This will fund a project to improve Loveland-Madeira Road from West Loveland Avenue to just past Valley View Lane. Plans include:
- A new roundabout at Valley View Lane, providing direct access into the Chestnut Street Property
- Streetscape enhancements
- Pedestrian/biker shared-use pathway improvements
- Storm water elements including storm water tree wells
- Conduit for utility relocations
- Street lighting
Because of the large scope of work, the project requires very specific engineering and design activities that must follow the procedures and timelines set by funding agencies. Design and engineering activities will occur between 2024-2026 with construction anticipated to commence in 2027.Other phases of revitalization for the Loveland-Madeira Road Corridor are being planned. This will carry improvements all the way south to the city limits past Oasis Turf & Tree/Castle Skateland/Kroger area.

LSFD Downtown Fire House (Station 63)
Historic Downtown's Station 63 fire house at the intersection of East Loveland Avenue/State Route 48 will be relocated to 220 E. Loveland Ave. At this site, a modern fire station will be constructed.

New Sidewalks
Improving walkability in the city is a goal of the city’s 2022 Comprehensive Master Plan, and residents will begin seeing new sidewalk connections.
- In 2026, sidewalks will be constructed from St. Columban to While Pillars neighborhood.
- As part of a multi-phase project, new sidewalks were added along the east side of Loveland-Miamiville Road from State Route 48/Oakland Road to Sugar Tree Lane in 2023. In 2024, Phase II of the project extended sidewalks from Sugar Tree Line to Saddleback Drive and replaced water main. In 2025, Phase III will connect to Huntington Drive. Once complete, sidewalks will connect three neighborhoods to two schools and Historic Downtown. (complete)
- New sidewalks are currently being installed by the Loveland Dairy Whip (complete)
- There are plans to extend the East Loveland Avenue sidewalks from the nature preserve (approximately Pfarr Lane) to the Grailville property (to connect the future Clermont County park located on the Grail Property). This project would also include storm water improvements. City staff has submitted a grant request for this project.
- The city has been awarded a $77k grant to install sidewalks along Osage Drive to connect Tuscorora Drive and West Loveland Avenue. This will connect a large portion of the Loveland Heights to business districts, as well as Loveland High School. Construction will begin in Spring/Summer 2025. (Complete)
- A sidewalk will be installed along State Route 48 between the new David Kennedy Parking Lot and West Loveland Avenue (site of the former Mobil gas station). Currently, there is no sidewalk along this stretch to pass safely over the railroad tracks. The project included coordination with the railroad company for installation of pedestrian safety components. Construction is anticipated to begin in Spring 2025. (Complete)
- A new sidewalk and cable guardrail were installed at the corner of Hanna Avenue and Broadway, improving both pedestrian access and safety in the area. (complete)
- The city has been awarded a $2-million grant from ODOT to construct sidewalks from Blossom View Drive to Butterworth Road. In addition, the city received a $761K grant from OKI to extend the sidewalks down Butterworth Road to Butterworth Glen. This will be known as the State Route 48/Butterworth Road Sidewalk Project, which will connect the city's Warren County residents to the heart of downtown. In total, more than 400 homes in the Warren County portion of the city will be linked to downtown. Besides Butterworth Glen, the subdivisions of Hermitage Pointe, Sentry Hill, Chimney Ridge, and Brandywine will be linked. Additionally, the sidewalks also will benefit residents of Loveland Health Care. Engineering and design for the project began in 2024. Construction is anticipated to begin in Spring 2028.
- The Loveland-Madeira Road Corridor Revitalization Project will include pedestrian connections to the Stoneybrook neighborhood, River Ridge Apartments, Deer Creek Apartments, and beyond.
- The new turn lane on West Loveland Avenue at Loveland Madeira Road was completed, helping to ease congestion and improve traffic flow through one of the city’s busiest intersections.

Nisbet Park Amphitheater
As part of the ongoing revitalization of Nisbet Park, the city plans to build a new amphitheater that will face into the park. This will continue the implementation of the Nisbet Park Master Plan, benefits our community organizations who use the venue, and expands the park's capacity for concerts, festivals, etc. Tentatively, demo of the current structure is planned for 2025. City staff has secured $250k in grants and is applying for more funding to complete this project.

Nisbet Park Walking Trail Expansion & Riverside Swings
As part of the ongoing revitalization of Nisbet Park, the city plans to add a new portion of walking path and install swing benches. City staff is securing funding for this project.

Railroad Preemption Project - PID 121056 CLE Loveland Preemption Study
The city is working with the Ohio Rail Development Commission to upgrade the existing railroad preemption at West Loveland Avenue & Karl Brown Way, West Loveland & Second Street, and Broadway Street & Second. This project will tie into the proposed automated signal at the Little Miami Scenic Bike Trail's West Loveland Avenue crossing. This updated equipment will be easier to maintain. The project is being funded by a grant from the Ohio Rail Development Commission.
South Riverside Avenue / East Kemper Road - Emergency Streambank Stabilization
The U.S. Army Corps of Engineers (USACE) Louisville District is working in partnership with the City of Loveland to find the best possible solutions to address erosion and unstable streambank concerns at three sites along the Little Miami River threatening public infrastructure in the City of Loveland.
USACE has completed a Detailed Project Report with an Integrated Environmental Appendix. This report outlines the need for the project, which is to prevent slope failures and erosion from negatively impacting East Kemper Road at three locations (worksites). The total project area is approximately 1.5 acres with each worksite covering approximately 0.5 acres. The report also provides feasibility level details regarding the proposed solution, or Tentatively Selected Plan, which is to apply riprap to the three worksites to stabilize the bank. The riprap would receive a vegetated treatment of native seeds and plantings to maintain the aesthetic qualities of the Little Miami River. The goal of the project is to reduce current risks to public infrastructure and the life and safety of residents.

West Loveland Avenue Bike Trail Crossing: Automated Signal - PID 121056 CLE Loveland Preemption Study
The city has been awarded a grant to install an automated traffic signal system at the Little Miami Scenic Bike Trail crossing along West Loveland Avenue. To create the new system, two types of signals will be installed — traditional overhead traffic light signals for vehicles and traffic light signals designed for trail users. The system will deliver automatic traffic control and establish “Right of Way.” Currently, the West Loveland Avenue crossing has a pedestrian-activated flashing crosswalk system, and crossing guards work high-volume events to improve traffic flow through the crossing.

West Loveland Avenue Intersection Improvement
To improve traffic flow, the intersection at West Loveland Avenue and Loveland-Madeira Road will undergo turn lane improvements and lane widening. This is the busy intersection near the Quilter’s Studio.

West Loveland Avenue Streetscape - Phase 1
Pending successful funding from the Ohio Public Works Commission, the city will continue its commitment to the 2022 Downtown Loveland Streetscape Plan by advancing the West Loveland Avenue improvements from Second Street/State Route 48 to Karl Brown Way. The improvements would consist of storm sewer upgrades, demolition of existing sidewalks, installation of new concrete walkways with brick paver accents, installation of tree wells, water main improvements, and sanitary sewer improvements in conjunction with Cincinnati Metropolitan Sewer District.

West Loveland Avenue Lighting Project
The city will work with Duke Energy to upgrade lighting in the West Loveland Avenue Business District to antique-style fixtures. All street fixtures will match the Historic Downtown District. This will visually expand our business district, per the Downtown Development Plan.
