The City of Loveland owns and operates its water utilities. These utilities are operated much like a business, where residents are billed for service. The city maintains these assets and sets rates based on the needs of the utility. The city's water rate structure includes a set rate for customers using up to certain number of gallons per month. This is called our "Minimum Usage Charge."
