At the December 15 City Council Meeting, Robert Miller and Rev. Dr. Ted Kalsbeek from the Rotary Club of Northeast Cincinnati recognized Loveland resident and former City Council Member Judge Heather Stein Russell for being named Enquirer Women of the Year. Judge Russell created a specialized program called CHANGE Court to help human trafficking victims. The acronym CHANGE means Changing Habits And Setting New Goals is Empowering. It is a court that is chosen by, not required of, its participants. CHANGE Court offers women treatment for trauma and addiction, basic needs from faith-based organizations, places to live, record expungement, job training, and a lot of little things along the way. Mr. Miller stated that Judge Russell lived up to the Rotary motto “Service Above Self” and presented her with an honorary membership in the Rotary Club of Northeast Cincinnati. Judge Russell was honored to receive this recognition in her hometown and thanked Mr. Miller and Rev. Kalsbeek. Mayor Bailey congratulated Judge Russell and said the community is and has always been very proud of her. She noted that Judge Russell was the second Loveland Council Member to be awarded Enquirer of the Year; the first was Viola Phillips in 1970.
