On February 27, 2018, the City of Loveland appointed a Charter Review Commission. The City Charter is a document that serves as the city’s “constitution". A City Charter may be amended in the following manner:

            Any section of this Charter may be amended to meet changing conditions as the Municipality develops, in order that the best interests of those who live and work in the City of Loveland may continue to be served. Amendments may be submitted to electors by five (5) votes of the Council, or shall be submitted upon petition signed by ten (10%) percent of the electors of the City voting at the last preceding Municipal Election. Copies of the proposed amendments shall be mailed to the electors not less than thirty (30) days prior to the date of an election at which such amendments are to be voted on. If any such amendment is approved by a majority of the electors voting thereon, it shall become apart of the Charter of this Municipality. (Section 11.05 of the City of Loveland Charter)
